I read it was meant to be Serpens Ichi and Hydra Docrates, but Docrates was removed from the manga and Ichi became Hydra.
Then they re-introduced Docrates in the Anime, plus Geist who also has a Snake-shaped armor and finally another Serpens in Lost Canvas and one more in SS Online.

Maybe Kurumada REALLY likes snakes.
